United Arab Emirates (UAE) – VAT
Introduced: 2018
Standard Rate: 5%
Authority: Federal Tax Authority (FTA)
The UAE operates a modern VAT framework modelled broadly on European systems, but with local variations relevant to tourism.
Scope for Travel and Hospitality
Accommodation (hotels, resorts, serviced apartments): taxable at 5% plus local municipality/tourism fees (differ by emirate).
Hospitality services: F&B, events, banqueting, spa services, and resort fees are all taxable.
Inbound travel packages: If the consumption occurs inside the UAE, VAT applies even when booked by non-UAE agents.
Outbound services: Zero-rated if the customer is outside the UAE and the benefit is enjoyed outside the country.
Refunds for Foreign Businesses - See UAE VAT Reclaim
Refunds are available under the UAE Foreign Business Refund Scheme, but the conditions are strict:
No fixed place of business or establishment in the UAE
Not registered for VAT locally
Must be legally established in a country that offers reciprocal refunds

Japan – Consumption Tax (JCT)
Introduced: 1989
Standard Rate: 10%
Reduced Rate: 8% (food, newspapers)
Authority: National Tax Agency (NTA)
Japan’s consumption tax functions similarly to VAT but has unique registration and invoicing requirements.
Scope for Travel Businesses
Accommodation, domestic tours, transport, and on-the-ground services are taxable at 10%.
Foreign suppliers are generally not required to register unless they have a permanent establishment or supply B2B digital services.
Inbound event expenses (venues, catering, AV, hotels): typically non-recoverable for foreign businesses.
Refund Position
Japan does not offer direct JCT refunds to foreign companies. Refunds are only possible by:
Using a Japan-based registered intermediary, or
Structuring contracts so the Japanese entity purchases on behalf of the foreign client.
Qualified Invoice System (2023)
To claim input tax:
Supplier must have a JCT registration number
Invoices must list each item with the applicable rate
Hotels and DMCs must update invoice templates

Australia (GST)
Introduced: 2000

Australia’s GST regime is extensive and particularly relevant for tour operators managing inbound traffic.
Tax Treatment of Travel Services
Accommodation, domestic tours, car hire, events, and transport consumed in Australia are taxable.
Exports of services (e.g., selling Australian travel to overseas consumers) may be zero-rated if the service is supplied to a non-resident and used outside Australia.
Inbound Tour Operators (ITOs) may apply the Margin Scheme for travel packages, but conditions are strict and documentation must be exact.
Registration Rules for Foreign Suppliers
Non-resident businesses must register if:
They provide taxable supplies connected with Australia, or
Annual turnover exceeds AUD 75,000 (GST-exclusive).
Refund Rights
Foreign event organisers cannot generally reclaim GST unless registered.
GST on hotel rooms and local services typically becomes a cost unless correctly structured.
E-Invoicing
Australia uses PEPPOL standards. Adoption is optional but expanding; compulsory phases may follow.

New Zealand (GST)

South Africa (VAT)
Introduced: 1991

Authority: South African Revenue Service (SARS)
South Africa’s VAT system applies broadly across accommodation, tourism, and event services. For foreign travel companies, the key issue is that most local services are treated as fully taxable and non-recoverable, which makes VAT a real cost when organising programmes in the country.
Scope for Travel Businesses
Accommodation (hotels, safari lodges, guesthouses) is taxed at 15 percent.
Tours, game drives, transfers, excursions, and local transport are also taxed at 15 percent.
Event services such as venue hire, catering, AV, and staging are taxed at 15 percent.
Safari and adventure experiences are taxable unless specifically exempt, which is rare.
For inbound tour operators and DMCs, VAT applies to the full package unless it can be clearly split between taxable and exempt supplies.
Refund Position
South Africa’s VAT refund scheme applies only to goods exported through designated ports, not to services consumed locally. This means:
Hotel stays, tours, local transport, event costs, and DMC packages are not refundable.
Corporate incentive trips, conferences, and group programmes incur irrecoverable VAT, which should be priced as a final cost.
VAT recovery is only possible on physical goods that are exported, a mechanism with little relevance for most travel businesses.
Foreign companies cannot reclaim VAT on local tourism services unless the supply can be structured as an exported service, which is uncommon and tightly restricted.

🇨🇭 Switzerland – VAT on Tourism and Hospitality
Introduced: 1995 (modern system)
Standard Rate: 8.1%
Special Accommodation Rate: 3.8%
Reduced Rate: 2.6% (food, books, non-alcoholic drinks)
Authority: Swiss Federal Tax Administration (FTA)
Switzerland operates a completely independent VAT system outside the EU VAT area. Tourism is one of its largest sectors, so VAT applies broadly across hotels, mountain transport, events, and local services. Correct invoicing is essential because different parts of a package may fall under different rates.
Scope for Travel Businesses
Accommodation (hotels, holiday apartments, lodges) is taxed at the special 3.8 percent rate.
Tours, excursions, events, transport, and DMC services are generally taxed at 8.1 percent.
Catering and hospitality may attract mixed rates if food and services must be itemised separately.
Rail, mountain transport, sightseeing and leisure attractions typically fall within the standard rate unless specifically exempt.
Foreign tour operators, OTAs, and event planners often underestimate how many services attract the standard rate rather than the reduced accommodation rate.
Refund Position
Switzerland allows VAT refunds for foreign businesses under its own refund scheme, provided strict conditions are met:
The claimant has no fixed establishment in Switzerland.
The business is not VAT-registered in Switzerland.
The home country offers reciprocity.
The invoices are issued with the foreign company’s name, address, rate, and the supplier’s VAT number.
Refundable costs normally include hotel accommodation, conference venues, exhibition space, business travel, local transport, and some services. Entertainment items and incorrectly invoiced packages are not refundable.
Claims require original invoices and must meet tight documentary standards. Invoices lacking proper descriptions or split rates are often rejected.
Documentation and Compliance
Claims are submitted for a calendar year with a minimum claim amount.
Original invoices must show full VAT details.
Mixed-rate supplies (for example, accommodation and meals) must be itemised correctly.
Errors in description lead to automatic rejection.

🇳🇴 Norway – VAT (MVA) on Tourism and Hospitality

Norway sits within the EEA but runs a fully separate VAT system. Tourism is a major industry, from city conferences to fjord cruises, so VAT affects almost every local service. Rates vary across accommodation, food, and transport, which creates invoicing complexity for foreign organisers.
Scope for Travel Businesses
Accommodation (hotels, cabins, lodges) is taxed at 12 percent.
Passenger transport, museums, cultural attractions, and many sightseeing experiences also fall under the 12 percent rate.
Tours, guides, events, catering, and local services generally attract the 25 percent standard rate.
Food services supplied separately are taxed at 15 percent.
Foreign travel agents and tour operators need to understand whether they are buying Norwegian services as a customer or making supplies in Norway that trigger VAT registration.
Refund Position
Norway provides a VAT refund mechanism for foreign companies, but with important limitations:
Refunds are available only if the foreign business:
Has no place of business in Norway.
Has not made taxable supplies in Norway in the past 12 months.
Incurred VAT on eligible business expenses such as hotels, business travel, conferences, and certain local services.
Refunds follow strict invoice requirements. Entertainment, staff benefits, some vehicles, and certain hospitality items are not refundable.
Minimum claim thresholds and claim periods apply, and invoices must be fully compliant.

🇮🇸 Iceland – VAT for Tourism and Hospitality

Iceland’s VAT system is designed to capture tourism comprehensively. Hotels, excursions, and ground services almost always fall within scope, making VAT an important cost consideration for tour operators and event organisers.
Scope for Travel Businesses
Hotels, guesthouses, hostels, and short-term lodging are taxed at 11 percent.
Domestic transport, shuttle services, and many cultural activities also fall at 11 percent.
Tours, excursions, adventure activities, and DMC programmes are generally taxed at 24 percent.
Food service may fall under reduced or standard rates depending on how it is supplied.
Adventure tourism such as glacier walks, whale watching, hiking tours, and Northern Lights excursions are fully taxable unless specifically exempt.
Refund Position
Iceland does offer VAT refunds for foreign businesses, but they are limited:
Refunds are possible only if:
The foreign company has no establishment in Iceland.
The VAT relates to business expenses, not private travel.
The invoices meet strict documentation rules, including the supplier’s VAT number and correct rate.
The service falls within refundable categories.
